Shanghai OnStar Telematics Service Co., Ltd. (OnStar) is a joint venture newly established by GM, SAIC, and SAIC-GM with a total investment of more than RMB 300 million on October 28, 2009, and has provided auto safety information services for the main models produced and sold by SAIC-GM in China since the end of 2009. OnStar and Shanghai Automotive Industry Sales Co., Ltd., as two wholly owned subsidiaries of GM and SAIC, respectively own 40% of OnStar stock equity, and they own 20% of OnStar stock equity in their joint venture in China — SAIC-GM.
OnStar is the eighth joint venture between GM and SAIC and the first OnStar information service organization outside North America. OnStar is one of GM's most successful brands. 95% of GM products marketed in North America at the end of 2008 were installed with the system. OnStar system will provide Chinese consumers with a wide range of auto safety information services, including Auto Post-Collision Help, Roadside Rescue Assistance, Audio Control Speaker Phone, Real-time On-demand Detection, Voice Navigation, Stolen Vehicle Positioning and Mobile Application, through the application of global positioning system (GPS) and wireless communication technology. OnStar, one of parent companies, is a wholly owned subsidiary of GM and a leading provider of in-vehicle information services in the United States. OnStar now has more than 7 million users in North America.
The establishment of OnStar is another expansion of SAIC-GM in the field of automobile services after the innovative launch of service brands and products, Chengxin used car business and financial loan services.

OnStar (USA) is a wholly owned subsidiary of General Motors Corporation (GM), and was established in 1995.
OnStar was first officially introduced by Rick Wagoner, Chief Operating Officer of GM in North America, at Chicago Auto Show in 1996. The first batch of products and services were launched to the market within 11 months, namely after the fall of 1996. These services were applied to the 1997 version of Cadillac DeVille, Seville and Eldorado for the first time.
After many years of technology development, with respect to the functions of OnStar system, based on the initial technologies such as digital collision signal, in-vehicle hands-free calling, on-demand diagnosis & screening, situational information cognition, uninterrupted digital virtual reality technology, emergency aid and turn-by-turn navigation, many new technologies have been expanded, including emergency response data utilization, monthly email diagnosis, route selection in time of crisis and multiple embedded languages. The R&D and use of these new technologies enable OnStar to continuously obtain new patents.
OnStar system also works closely with social institutions and organizations as well as governmental departments, and has become a primary assistant of governmental departments. For example, OnStar system cooperates with the police to solve stolen vehicle cases, and cooperates with the emergency center to deal with emergency events.
One of the services provided by OnStar is 'stolen vehicle positioning'. Once a vehicle is stolen, OnStar service consultant will assist the police in quickly determining the exact location of the stolen vehicle. Public security authority and police in the United States have praised the technology for helping police identify vehicle thieves and improving the safety of police officers, road traffic and citizens during the hunt.
When two major hurricanes hit North America in September 2005, OnStar also effectively provided a lot of help to customers during the disastrous weather, reducing and avoiding many unnecessary losses.
In addition, OnStar's vehicle fault diagnosis service also plays a very important role in the improvement, promotion and popularization of remote telemetry technology.

OnStar (USA) was founded in June 1995 and officially launched in September 1996. As a wholly owned subsidiary of GM, OnStar is also a leading auto safety information system provider in the United States. Its auto safety information system serves consumers through the application of global positioning system (GPS) and wireless communication technology. Relying on front-mounted in-vehicle communication equipment, a service industry based on the characteristics of complete vehicle business has been established. Through wireless communication solutions, customers are actively cared for to provide safe and secure on-board services for drivers.OnStar owns 40% of OnStar stock equity.
SAIC General Motors Corporation Limited (SAIC-GM) was founded on June 12, 1997. It was a 50-50 joint venture between SAIC Motor Corporation Limited and General Motors. Its super high annual auto sales volume can be regarded as an important force in China automotive industry. The company adopts the business philosophy of 'customer-oriented and market-oriented', and currently owns three major brands, namely Buick, Cadillac and Chevrolet. SAIC-GM officially launched the all-dimensional green strategy themed on "Drive to Green" in 2008, and will continuously bring green vehicle models with "better performance, lower energy consumption and less emission" to Chinese consumers, to realize the harmonious and sustainable development of the enterprise itself, the enterprise and the industry, and the enterprise and the environment.
